【摘要】:Theintendeduseofthisguideistoprovidepracticalassistanceinthedevelopmentofanoptimizedsamplingdesign.Thisstandarddescribesordiscusses:Samplingdesignselectioncriteria,Factorsimpactingthechoiceofasamplingdesign,Selectionofasamplingdesign,Techniquesforoptimizingcandidatedesigns,andThecriteriaforevaluatinganoptimizedsamplingdesign.WithinaformalUSEPAdatagenerationactivity,theplanningprocessorDataQualityObjectives(DQO)developmentisthefirststep.Thesecondandthirdaretheimplementationofthesamplingandanalysisdesignandthedataqualityassessment.WithintheDQOplanningprocess,theselectionandoptimizationofthesamplingdesignisthelaststep,andtherefore,theculminationoftheDQOprocess.TheprecedingstepsintheDQOplanningprocessaddress:Theproblemthatneedstobeaddressed,Thepossibledecisions,Thedatainputandassociatedactivities,Theboundariesofthestudy,Thedevelopmentofdecisionrules,andThespecifiedthelimitsondecisionerror.Thisguideisnotintendedtoaddresstheaspectsoftheplanningprocessfordevelopmentoftheprojectobjectives.However,theprojectobjectivesmustbeoutlinedandcommunicatedtothedesignteam,priortotheselectionandoptimizationofthesampledesign.Thisguidereferencesstatisticalaspectsoftheplanningandimplementationprocessandincludesanappendixforthestatisticalcalculationoftheoptimumnumberofsamplesforagivensamplingdesign.Thisguideisintendedforthosewhoareresponsibleformakingdecisionsaboutenvironmentalwastemanagementactivities.1.1Thisdocumentprovidespracticalguidanceontheselectionandoptimizationofsampledesignsinwastemanagementsamplingactivities,withinthecontextoftherequirementsestablishedbythedataqualityobjectivesorotherplanningprocess.1.2Thisdocument(1)providesguidanceforselectionofsamplingdesigns;(2)outlinestechniquestooptimizecandidatedesigns;and(3)describesthevariablesthatneedtobebalancedinchoosingthefinaloptimizeddesign.1.3Thecontentsofthisguidearearrangedbysectionasfollows:1.
